The rule was changed in 1976
Let us tell you that population control was included in the Constitution in the year 1976 and it was believed that this had started controlling the population. After this an amendment was brought and it was decided that the vote value will be done according to 1971. Along with this, it is also said that to pacify the voices rising from South India during the Emergency, Indira Gandhi made the 42nd amendment to the Constitution in 1976 and this 42nd amendment is called ‘mini-constitution’.
During this, a change was made by the Indira Gandhi government for the presidential election that population control and family planning were included in the concurrent list. Along with this, it was added in Article 55 that till the first census after 2000, only the 1971 census would be valid for the presidential election. It also said that until a new census data is available after 2000, the population of 1971 was taken as the basis.
Why did the rules not change even after 2001?
Even after 30 years of the changes made in the 42nd Constitutional Amendment, they were not changed. Then when its validity ended at the time of population census in 2001, the NDA government was at the center. Atal Bihari Vajpayee was the PM of the country at that time and he also did not change it and extended it till 2026. In view of the increasing population, the new population should also be made the basis of the presidential election, but at that time the NDA government of Atal Bihari Vajpayee, who was in the center, amended the constitution and stopped the debate. Due to this, there was no change even later and even today Vote value is calculated on the basis of 1971 only.
How is the value of a vote known?
The value of his vote is counted on the area of the population of his area. To calculate the value of the vote of an MLA, the share of the total MLA in the total population of that state will be given and that number will be divided by 1000.
