DGCA has issued a notification, in which it has been said that changes have been made in Section 3, Series M, Part I of CAR.
Directorate General of Civil Aviation (DGCA) has issued rules regarding boarding of disabled persons in the aircraft. In fact, recently a disabled child was not allowed to board an Indigo plane. After this, the DGCA imposed a fine of five lakh rupees on IndiGo for such behavior with the passenger. This behavior of Indigo was also criticized all round. Now DGCA has issued new rules to prevent such cases. Under this, airlines cannot deny boarding to any disabled person, as it would be illegal to do so.
A senior DGCA official said that this step has been taken because with this airlines will not misbehave with those who need special care. Airlines have been unable to treat their needs properly by making them ‘misbehaviour’. In fact, according to the ‘Civil Aviation Requirements’ (CAR) rules issued in 2017, airlines can deboard a passenger if he misbehaves or disrupts flight service. It is often seen that some passengers do not behave properly in the aircraft. Because of this, they need to be taken off the plane.
What did the new rules say?
At the same time, DGCA has issued a notification, in which it has been said that changes have been made in Section 3, Series M, Part I of CAR. It states, ‘Airlines shall not refuse to travel in an aircraft to any person on the ground of disability. However, if an airline feels that the health of such a passenger may deteriorate during the flight, then that passenger will have to be examined by a doctor. The medical condition of the passenger will be informed by the doctor and he will tell whether the passenger can fly or not. The airline will take appropriate steps after obtaining medical advice.
What was the matter?
In fact, IndiGo had said on May 9 that in view of the safety of the passengers, a differently-abled child was not allowed to board the Ranchi-Hyderabad flight on May 7 as he looked nervous. Since the child was barred from boarding the plane, the parents who were with him also decided not to board the plane. After this, the DGCA came to know about this matter and imposed a fine of five lakh rupees on IndiGo for preventing a disabled child from boarding the plane. The DGCA said that the behavior of IndiGo employees with the differently-abled child was wrong and it worsened the situation.
