JPC is formed by including members of several political parties. The proportion of elected representatives from different parties in this committee is based on the proportion of their numbers in the House.
Ruckus continues in Parliament in Adani case.
You must have read and heard about the country’s famous Bofors scam in the nineties, which created a stir in Indian politics. When questions were raised on the government, a joint committee of MPs was formed to investigate. This was the first time that the JPC was constituted. After this JPC was formed to investigate many scams and cases. Now the opposition has demanded JPC on the matter of Adani Group.
In fact, the uproar over the report of Hindenburg Research regarding Adani Group is affecting the Parliament as well. Since the beginning of the budget session of the Parliament, there seems to be an uproar. In this matter, the Congress-led opposition wants to discuss in the House and there has been an uproar in the House for two days regarding this demand. Result- The proceedings of both the Houses of Parliament had to be adjourned on Friday as well.
In this matter, the opposition has demanded the formation of JPC i.e. Joint Parliamentary Committee. If this happens, then in the Adani case also, the committee will call the concerned person, institution or other stakeholders and inquire. There is no possibility of bias in the investigation of JPC, because it consists of people from all political parties.
Let us know, what is JPC, how is it formed and why is it so important?
What is Joint Parliamentary Committee?
JPC is a committee of Parliament in which all political parties have equal participation. Its history is not very old. Parliamentary affairs expert Suraj Mohan Jha told that JPC was formed for the first time in 1987 to investigate the Bofors scam. Since all parties have MPs or members in JPC, there is no possibility of bias in the investigation of any issue.
He told that the number of members in JPC can be different every time. JPC has a kind of vita power that while investigating a case, it can call and interrogate any person related to the case. The Joint Parliamentary Committee has the right to call any organization or any party related to the issue.
How is JPC formed?
JPC is formed by including members of several political parties. In this, the number of members from the Rajya Sabha will be twice that from the Lok Sabha. The proportion of elected representatives from different parties in this committee is based on the proportion of their numbers in the House. JPC closely examines and investigates any issue. Whatever conclusion it gives after the investigation or whatever recommendations it makes, the government considers it important. This is the reason why JPC is demanded on scams or any disputed issue.
Why is JPC important?
At present, there is an uproar in Parliament over the Adani case and due to this the work is being disrupted. From making plans, discussing and implementing them, Parliament has a lot of work to do. But according to the workload, the session time is limited. In such a situation, there is a need to constitute separate committees for the investigation of any kind of controversial issues, examination of bills, scrutiny of reports, etc.
Suraj Mohan Jha says that there is a parliamentary committee on matters related to almost every ministry. Apart from this, the need for JPC is felt on big issues. In the formation of JPC, efforts are made to have representatives from maximum parties in it, the appointment of members is done in a proper manner, so the possibility of dispute regarding this remains less.
