There has been a big disclosure on engineering and polytechnic institutes in Bihar. These revelations have come in a report by the Comptroller and Auditor General of India (CAG) which has once again Bihar I have shown the condition of the plight of the education system. After the CAG report came, the politics on this issue has become hot. While countering the BJP, a JDU minister has also given a big update on teacher recruitment in these colleges. The CAG report was recently presented in the Bihar Legislative Assembly regarding the functioning of engineering and polytechnic institutions in Bihar for the year ending March 31, 2021. In which the ground reality came to the fore.
Got funds, yet campus not built
The report noted that the Department of Science and Technology and the Building Construction Department (BCD) held back 46 and 22 per cent of the total budget provision, respectively, during the period 2016-21. While the state government had sanctioned Rs 3,857 crore in February 2016 for the establishment of 46 engineering colleges/polytechnic institutes under the ‘Avasar Badhe Aage Padhe’ scheme. The duration of the scheme was till March 2021. Despite the funds, the construction of 18 out of 46 buildings was not completed.
There are neither teachers nor non-teaching staff
According to the CAG Report, against the norms set by the All India Council for Technical Education (AICTE), there is a huge shortage of teaching staff in these institutions and non-teaching staff are negligible. The Science and Technology Department of Bihar could not implement this scheme properly, which can badly affect the quality of technical education.
On the CAG report, Bihar BJP spokesperson Nikhil Anand said, ‘Nitish Kumar alone is responsible for the plight of the education system in Bihar. Since 2005, the education department was with Nitish Kumar’s party JDU. Now he has handed over its command to RJD (Rashtriya Janata Dal). As far as higher education is concerned, many new institutions have opened up, but the condition of old prestigious institutions has collapsed. The appointment system is very confusing and chaotic. We still haven’t been able to give monthly pay and pension to college and university teachers. The session of the course is two to five years behind schedule.
The report stated that the objective of the scheme was also defeated by delayed acquisition of land, acquisition of unsuitable land, non/delayed construction of buildings by the Building Construction Department and inadequate infrastructure, equipment, facilities etc.
Bihar Technical Education: Recruitment of Teaching Staff
Reacting to the CAG report, Bihar’s Science and Technology Minister Sumit Kumar Singh said, ‘I don’t care what the BJP is saying about the CAG report on the functioning of engineering and polytechnic institutions. I can say with full confidence that after March this year engineering colleges will start functioning from their campuses in all the districts of Bihar except Buxar district. The government has already started the recruitment of teaching staff. This process will be completed this year itself. Apart from this, we have also reinstated the teacher on contract.
