Delhi Environment Minister Manjinder Singh Sirsa has appealed to the Commission for Air Quality Management (CAQM) to stop the order not to fuel the old trains in the capital immediately. The government has said that the order to stop fuel for diesel trains more than 10 years old and more than 15 years old is not possible to really implement due to technical reasons and complex systems.
In a letter to CAQM, Minister Sirsa said, “We request that the 'direction number 89' be stopped until the automatic number plate recognition (ANPR) system is fully implemented in the NCR area.” Sirsa expressed confidence that the current efforts of the Delhi government will improve air quality.

Decision took place after resentment in public
In a press conference, Sirsa said that people are angry with this decision and the government is standing with him. CAQM ordered in April that from 1 July 2025, no old vehicle would be fuel at the petrol pump. In this order, diesel trains older than 10 years and CNG trains older than 15 years were banned. This order is applicable to both registered and vehicles from outside in Delhi.
How many old vehicles in Delhi?
There are about 60.14 lakh vehicles in Delhi, whose registrations have been canceled. Many of these vehicles are still running on the roads. According to Vahan Database, there are 41 lakh two-wheelers, 18 lakh four-wheelers. Last month, the Delhi government issued a standard operating procedure (SOP) to prevent petrol and diesel. All petrol pumps will have to keep digital or manual records, when an old vehicle is refused to fuel.
