The Delhi government has decided to give conditional permission to women in the night shift in the capital. This decision has been taken under the comprehensive reforms raised towards 'ease of trade' and 'maximum governance, minimum government'. According to this decision, women will now be able to work in the night shift with their clear consent, as well as ensure all the necessary safety measures.
Along with this, instructions have been given to increase the minimum limit of workers from 100 to 200 to close the institutions, while proposing a change in the Industrial Disputes Act.
Similarly, the Delhi Fire Department has been asked to list agencies to allow security audit by third party (third party). Large commercial and industrial establishments will be provided with these agencies to take the facility to get NOCs. Small establishments will get an alternatively third party audit exemption.
Proposal for change in old laws
According to Raj Niwas officials, a high -level meeting was held on Tuesday under the chairmanship of Lieutenant Governor VK Saxena and Chief Minister Rekha Gupta, in which the progress and implementation of these major initiatives was reviewed. In the meeting, instructions were given to various departments for timely implementation.
During the meeting, Lieutenant Governor Saxena said that many old and restrictive laws, procedures and rules in Delhi are still obstructed to businesses and economic activities. He said that there is an immediate need to make these arrangements simple and modern.
Chief Minister Rekha Gupta also agreed that in the last decade, these fronts have progressed “far away from satisfactory”, due to which many businesses have left Delhi and have gone to other states.
Special instructions given to Labor Department
Officials said that the Labor Department of Delhi has been instructed to make necessary amendments to the Delhi Shop and Establishment Act to allow them to work in the night Pali with the consent of women employees.
In addition, the department has also been instructed to increase the limit of minimum number of employees under the Shop and Establishment Act from 1 to 10, so that more establishments can come under the purview of this Act. Also, shops and establishments have been asked to change the rules for allowing 24 × 7 (seven days and twenty -four hours) to operate.
Instructions to complete work in 6 months
At the same time, the Delhi Pollution Control Committee (DPCC) has been asked to allow self-evidence to the industries of Green and White category. Also, instructions have been given to do 20 days for permission for operation, after which the application will be considered approved.
The Revenue Department has been ordered to reconsider provisions like sections 81 and 33 of the Delhi Land Reform Act being implemented, as these provisions are becoming an obstacle in transfer, sales and mutations of farmers' land. The IT department has also been instructed to develop a single-window portal for all types of NOCs, so that the procedures can be made more simple and transparent.
Officials clarified that regular review of all these reforms and instructions will be done by the Lieutenant Governor or Chief Minister and a target has been set to complete these works within six months.
