According to the 2011 census, the population of Scheduled Tribes (ST) in Uttar Pradesh is 0.5677 percent and the population of Scheduled Castes (SC) is 20.6982 percent. In the three -tier panchayat elections, seats will be reserved for these sections in this proportion. At the same time, special precautions are being taken in the system of reservation for the Other Backward Classes (OBCs). Even if the OBC population in a block is more than 27 percent, the reservation of the posts of village head will not be more than 27 percent. However, if the OBC population in a block is less than 27 percent, then reservation will be applicable in the same proportion. It will be mandatory to ensure 27 percent reservation for OBC in three -tier panchayat elections at the state level.

Strategy to avoid controversy

Taking lessons from the controversies about the percentage of OBC population in the last municipal elections, the government is cautious this time. After the dispute in the municipal elections, the government formed the dedicated Backward Classes Commission and decided on the basis of accurate information of the population. The same process is being adopted in the three -tier panchayat elections so that there is no dispute.

The proposed state local rural body dedicated Backward Classes Commission will visit various districts and collect detailed information about the population of OBCs. After this, the Commission will submit its overall report to the government. According to highly placed sources, the process of reservation will start on the basis of this report.
