Chief Minister Bhagwant Mann’s government has made several sweeping changes to boost entrepreneurship and investment in Punjab with the aim of transforming the industrial landscape of the state. This policy change, announced by Cabinet Ministers Sanjeev Arora and Hardip Mundian, will also encourage large-scale infrastructure and healthcare projects through a business-friendly approach.
This policy amendment will enable various capital-intensive activities like hospitals, hotels, and other large-scale schemes to be built on industrial plots, which is a major adjustment and will boost economic development in urban and semi-urban areas of Punjab.

Unlocking Industrial Land for Key Infrastructure
Among the landmark decisions is to give permission for industrial plots to be used for other non-industrial infrastructure, such as that required by essential projects. It implies that now, any industrial land can be occupied by any individual with a hospital, a hotel, an educational institute, or another commercial enterprise strategy, as this proposal not only reduces the use of bare spaces but also promotes the closest association of the service sector with industrial regions in Punjab.
With the acceptance of no-fill zoning regulation, the Mann government wants to give power to entrepreneurs and developers and make sure that the availability of land is no longer an obstacle in the growth story of Punjab.
Legal Transformation: Leasehold to Freehold
The other new policy is to convert leasehold land into freehold so that ownership is easy and to encourage long-term investment. The industrialists, being on long-term lease terms, would have to directly benefit from this reform, as they would not be able to expand and raise funds as readily.
Legalization of the plots has also been made possible by the government through paying charges at government-determined rates, which makes business legal and secure, a decision that is highly commendable in the Punjab business community. Such developments will promote more transparent and regulated development and infuse confidence in investors.
