India avoided voting on a draft proposal brought on Afghanistan at the United Nations General Assembly on Monday and said that everything is unlikely to achieve such results from normal view perspectives, which the global community has imagined for Afghan people. A draft proposal presented by Germany on the position of Afghanistan was approved by the 193-member United Nations General Assembly. The proposal was passed by 116 votes, while two countries protested and 12 countries distanced away from voting, including India.
In the explanation of the voting, the permanent representative of India and Ambassador to the United Nations said in the explanation of the voting that any effective policy to deal with the situation after the struggle should balance various measures, including promoting positive behavior and discouraging harmful tasks.
New policy system not introduced
P. Harish said that we believe that only focused on punitive measures is unlikely to be successful. The United Nations and the comprehensive international community have adopted a more balanced and subtle approach in contexts after other conflicts. He said that since the Taliban captured Kabul in August 2021, no new policy system has been introduced to deal with the deteriorating human crisis in Afghanistan.
Harish said that without the new and targeted initiatives, everything is unlikely to get the results that the international community conceives for the Afghan people.
Humanitarian aid needs
Parvathaneni Harish said that in Afghanistan we are working closely with the United Nations agencies to support Afghan people in important areas like health, food security, education and sports. Since August 2021, India has provided about 50,000 metric tonnes of wheat, more than 330 metric tonnes and vaccines, 40,000 liters of pesticide malathion and 58.6 metric tonnes of other essential items, which has helped millions of Afghans with hard need for humanitarian aid.

In partnership with the United Nations Drugs and Officers Office (UNODC), we have provided 84 MT assistance and medicines and 32 metric tons of social aid items for drug rehabilitation programs in Afghanistan, especially women. India also continues to give scholarship and fellowship to Afghan students. Since 2023, we have provided scholarships for graduate and post graduate courses to 2,000 Afghan students, including around 600 Afghan students.
