Ghaziabad News: Uttar Pradesh Approves New Building Bylaws and Zoning Regulations 2025: Major Boost for Affordable Housing

In a significant move aimed at boosting planned urban development and easing construction norms, the Uttar Pradesh government has officially implemented the “Uttar Pradesh Development Authority Building and Development Bylaws and Model Zoning Regulations, 2025” after cabinet approval. The order was issued by Special Secretary Rajesh Kumar Rai.

The new regulations will directly benefit thousands of allottees under the Ghaziabad Development Authority (GDA) and the Housing Development Council, enabling them to construct houses or commercial units with greater ease and flexibility.

Key Highlights of the New Bylaws:

Group housing projects and home-based shops are now permitted on plots of 1,000 sq. meters or more, following proper norms.

Middle- and lower-income groups will be able to build affordable homes with simplified construction procedures.

Primary schools and hospitals (without beds) can now be built on 9-meter-wide roads, while inter colleges, degree colleges, and technical institutes are permitted on 12-meter-wide roads with a minimum plot size of 5,000 sq. meters.

Structural audits for industrial units and hospitals will now be mandatory every 10 years from the date of receiving the completion certificate.

Shops will be allowed in residential areas on 90 sq. meter plots along 9-meter-wide roads. For larger plots, the road width must be at least 12 meters.

Industrial units can now be established on plots as small as 150 sq. meters, down from the previous 300 sq. meters requirement.

Hospitals and shopping malls can now be built on plots starting from 3,000 sq. meters, compared to the earlier requirement of 20,000 sq. meters.

More Relaxations and Facilities:

Stilt parking (parking on the first floor) is now approved, allowing homeowners to create additional space.

100% basement construction is also permitted under the new bylaws.

Government departments are now required to issue No Objection Certificates (NOCs) within 7–15 days for building construction. If not issued in time, the NOC will be deemed automatically granted.

For residential plots up to 100 sq. meters and commercial plots up to 30 sq. meters, only registration will be required instead of full approval.

These measures are being hailed as a major step towards simplifying construction procedures, encouraging investment in real estate, and addressing the urban housing shortage in rapidly growing districts like Ghaziabad, Noida, Lucknow, and others.

Officials believe that the Model Bylaws 2025 will pave the way for transparent, citizen-friendly, and development-driven urban expansion across Uttar Pradesh.
