Parliamentary committees are also important because through them the MPs of the opposition can keep an eye on the functioning of the government. There is a provision to raise questions in the house, but through the committee, there can be a deep discussion on the policies.
Vinay Sahasrabuddhe, Senior Member of Parliament and President of the Indian Council of Cultural Affairs.
Senior MP and Indian Council of Cultural Affairs President Vinay Sahasrabuddhe discussed the reforms in an informal conversation with Rajya Sabha Chairman Venkaiah Naidu regarding the working of the Standing Committees of Parliament. When NewsNCR asked Vinay Sahasrabuddhe on this issue, he admitted that this issue was put before the Vice President on his behalf.
Sahasrabuddhe said that the time has come to re-evaluate the work of the Standing Committees of Parliament. It is necessary that the reforms should be such that the working of the committee is result oriented. Sahasrabuddhe is of the view that observations and recommendations should not coexist in the report of the committee. Because of this, the Action Taken Report is likely to be quite ineffective. He said that sometimes the answers come from the government. As if this work is being seen or there is good progress in the work. Such an exercise would require consensus among political parties. The best part is that the Vice President seemed very positive about this matter.
There are 24 parliamentary committees in the country’s parliament.
The committees of the Parliament are related to the work of the government since the pre-independence period. In a way, along with the Parliament, the country also inherited the laws and functioning of the committees. Their formation is related to the constitutional reform process started in 1919. There are 24 parliamentary committees in the Parliament of India, in which there are 31 parliaments. There are 21 MPs from the Lok Sabha and 10 MPs from the Rajya Sabha, but the Standing Committees of Parliament were established during the tenure of former Prime Minister Narasimha Rao. His job was to take account of the big policies and plans of the country. Today, the committees decide the subject of the work of the Modi government only after deliberation.
Sometimes committees of Parliament are also given the task of investigation. Apart from this, the government also sends important bills to the committees. The government bills which are not agreed upon are first sent to the committees of Parliament. Like Lokpal and land acquisition bills were sent to parliamentary committees. Since the MPs of all political parties are in the committee, the coordination made in the committee is also visible in the Parliament.
These committees are also important because through them the MPs of the opposition can keep an eye on the functioning of the government. There is a provision to raise questions in the house, but through the committee, there can be a deep discussion on the policies. Answers can be sought from the bureaucracy. There are briefings of MPs on important subjects and delegations of parliamentary committees are also sent abroad for studies and research.
There will be a major change in the parliamentary process after independence.
The committee can also take information on those subjects which cannot be discussed in open parliament due to security. In a way, parliamentary committees are behind the successful democratic process. The Modi government has sent three important bills to three parliamentary committees, which include the age of marriage bill, the doping law and the wildlife amendment bill, but recently there is a political controversy over the committees’ matter as well. The opposition says that important bills are not being sent to parliamentary committees. The sourness between the favor and the opposition is also visible in these committees nowadays. Through political upheaval, the bills agreed to by the committee also get stuck. So this initiative is good. The work and order of committees should be taken seriously by the government and the bureaucracy because parliamentary committees carve out government work. If this initiative is successful and the Vice President takes steps in this direction, then after independence there will be a big change in the parliamentary process.
