There was a plan to build hostels for Scheduled Caste (ST) boys and girls in every block of districts with low literacy in the country. But what has happened to this scheme, the recently revealed report of the Parliamentary Standing Committee (PSC) on Social Justice and Empowerment tells. Not only this, but the government does not even have the data of 46 years made regarding hostels. Central Govt. From 2007-08 till date, the state government has been able to allot only 819 hostels for SC students.
It has been revealed in the Parliamentary Standing Committee report that in 13 years from 2007-08 to 2020-21 i.e. 391 hostels for girls, while 271 hostels for boys have been allotted by the government. However, out of these, only 662 hostels have been built while the work of construction of 144 hostels is still going on. This work has not been completed yet. According to media reports, 13 hostels were canceled by different state governments.
46 years of hostel data missing
Babu Jagjivan Ram Chhatrawas Yojana (BJRCY) was implemented in 1961 by the Central Government. It has been told in the report of the committee that the data of 46 years of this scheme is missing. The Babu Jagjivan Ram Chhatrawas Yojana was modified in 2007-09, so that hostels could be built for scheduled caste students across the country. In this way, from the implementation of the scheme till 2020-21, that is, only 662 hostels have been built in 60 years.
The parliamentary committee expressed displeasure over the inability of the Department of Social Justice and Empowerment to provide or retrieve data on hostels built under the BJRCY from 1961 to 2007. The committee also wondered why the hostel could not be planned by the department even after 100 per cent funding from the central government.
Instructions to save records digitally
The PSC mentioned this in its report, ‘It is beyond comprehension how the data of about 46 years went missing. The committee is also surprised that hardly any action has been taken by the department on the matter. The committee directed the department to ensure that all records are saved digitally so that such problems do not arise in future.
What is BJRCY Scheme?
The objective of the BJRCY scheme is to provide quality education to the scheduled caste students. The scheme was implemented by the Department of Social Justice and Empowerment, Ministry of Social Justice and Empowerment (MoSJE). The scheme is supported by central and state institutions and government officials in the respective state or union territories.
