The Yogi Adityanath government of Uttar Pradesh has taken a historic step to give a new direction to urban development. Now people in the cities of the state will be able to build shops with their residential buildings and construction of shopping mall on 18 meters wide roads will also be possible. Along with this, a big step has also been taken to eliminate the imperative of passing the map on small plots and to curb the unnecessary recovery in the development authorities.
This proposal was approved in a cabinet meeting chaired by Chief Minister Yogi Adityanath. Under this, Uttar Pradesh Building Construction and Development Subdivision-2008 has been removed and the new Uttar Pradesh Development Authority Building and Development Sub-Activities and Adarsh Zoning Regulation-2025 have been implemented. This new system will promote mixed land use in urban areas, so that residential and commercial construction can be easily done simultaneously.
Shop with house, relief to small plots
Under the new policy, commercial construction has been allowed with residential buildings on 24 meters in cities with more than 1 million population and 18 meters wide roads in small cities. Apart from this, there will be no need to pass the map on residential plots up to 100 square meters and commercial plots up to 30 square meters. For construction of these plots, only the development authority will have to be registered.
Along with this, online filing map for residential plots up to 500 square meters in sanctioned layout areas and business plots up to 200 square meters will be considered automatically accepted on the basis of confidence. The map will also be automatically approved for single residential buildings up to 300 square meters, provided all the fees payable and necessary certificates are submitted.
New path for tall buildings and shopping malls
The government has increased the limit of floor area ratio (FAR) to encourage the construction of tall buildings. Especially the FAR limit has been completely removed on 45 meters wide roads, which will make it easier to build high buildings. For 100-300 square meters plots, FAR has been increased from 2.25 to 2.5 and 300-1200 square meters for plots. Additional free FAR facility will also be provided for green-rated buildings. An 18 meter wide roads will now be allowed to build shopping malls, while industries and heritage hotels on 7 meters wide roads and 9 meter wide roads can be built on a medical establishment and primary schools without bed.
Special discounts for professionals will be able to use 25% of their house as an office, provided adequate parking arrangements will be made. There will be no need to pass a separate map for this. Apart from this, this facility will also be available for nursery, crush and homestay operations. Keeping in mind the problem of change in parking and group housing, the government has allowed podium parking and mechanized triple-stack parking.
A separate parking block will be built for plots larger than 4000 square meters. Separate ambulance parking for hospitals and bus parking and pick-end-drop zone for schools have also been arranged. The minimum area of plot for group housing has been reduced from 2000 square meters to 1000 square meters in the builtup area and 1500 square meters in the non-beltup area. The plot area for multi-unit buildings has been reduced by 150 square meters. Citizens and traders will get relief, this new policy will not only ease the construction of small plots for the common citizens, but will also promote business activities. By simplifying the exemption of mixed land use in urban areas and the process of passing the map, the unnecessary delay and recovery in development authorities will curb.
Chief Minister Yogi Adityanath said that this new system is an important step towards speeding up urbanization and making the construction process easier for ordinary citizens. He said, our goal is that the cities of the state should be modern and organized, where people can get facilities at one place for residential and business needs. This policy will not only promote urban development, but will also speed up employment generation and economic activities. This step of the government is another step towards the inclusion of Uttar Pradesh among the most progressive states of the country.
