In Bihar, the government’s strictness regarding the prohibition of liquor and the sale of liquor remains synonymous with ridicule. The ambitious thinking of Chief Minister Nitish Kumar is drowning in the bottles of liquor mafia and people’s glasses. Even 68 months after the law was enacted, prohibition is still in question. Because even though the recognized shops are closed, more or less every brand of domestic and foreign liquor is being available. And getting what you want. The disturbing thing is that wherever you search this village-city-town.. it is being found there.
On October 16, Chief Minister Nitish Kumar had called a meeting regarding the strictness of prohibition. The marathon meeting lasted for 8 hours. After the meeting with the Chief Minister and all the officers, the DGP came in front of the media. The summary of the lengthy things he told about making the prohibition more strict is that if liquor is sold, then the watchmen of the village will be responsible. Simultaneously, action will be taken against the SHO. That is, by holding the Thanedar-Chowkidar responsible, the government tried to strengthen the prohibition of alcohol further.
Haryana liquor is sold in Bihar
See the coincidence.. A few hours after the meeting, liquor bottles were found in Patna itself, a few kilometers away from the Secretariat. A man was carrying liquor on a handcart. However, the police caught him. But guess what is the status of liquor sales in Bihar. If liquor is being sold openly in Patna. If it is available, then what will be the situation in small towns and villages? That is what is so frightening. Liquor is available in every village. And you will be stunned to know that Haryana’s liquor is available in the villages of Bihar.
Madhubani district of Bihar is 1296 km away from Haryana. Liquor reaches about thirteen hundred kilometers away. That too one bottle.. not two bottles. Carton Carton. The more you need, the more you reach. You will not get it openly, you will get it secretly. Will not be found in the day, will be found in the night. It will not be found at the square-intersection, it will be taken in the corner and will be found in the fields. But will get it. And the result of this is that people are dying by drinking poisonous liquor. In Bihar, 70 people have lost their lives in the last 20 days.
Are only Chowkidar and Thanedar responsible for the sale of liquor?
There was a tremendous uproar in Bihar after the death of people by drinking alcohol during prohibition. Questions were raised on the policy of good governance babu, on prohibition of liquor and strictness against liquor. After the attack of the opposition as well as BJP leaders after the death of people, Nitish Kumar has said that “political parties should propagate that if you drink alcohol, you will die”. When Nitish Kumar was making this statement, he was angry about the question raised against his prohibition thinking. But the question is also that if you drink alcohol, you will die.. It is well known. Liquor bottles are written in bold letters. Still people drink. And that is why the government also banned liquor.
Well, Chief Minister Nitish Kumar had called a review meeting amid the demand for the withdrawal of liquor ban and the pressure of strict action on the liquor mafia. It was decided to continue with the prohibition. And then the responsibility of the watchman-sho was fixed afresh. But the question is arising from here that does the government still think that the watchman and the Thanedar are responsible for the sale of liquor? Are the senior officials not responsible for this? Or the next question is whether the elected representatives like the policemen, from the head to the MLA-MP, should not be fixed?
It is possible that these questions will sound strange, but just understand it. If Madhubani liquor reaches from Haryana, is it possible with the consent of the Thanedar or Chowkidar? Is it possible that liquor is transported from Haryana to Bihar without the knowledge of the top police officers? Because according to the way liquor is available in villages and towns, it is clear that the truck cartons of the truck carry the liquor. In such a situation, if the officers of that district are not aware of liquor smuggling and are getting liquor in such a large quantity, then why should action not be taken against them in the first place?
Big people are involved in the sale of liquor
Now let’s talk about the elected representatives. There are three reasons for fixing their responsibility. The first reason is that without the protection of the MLA/MP/Minister of the area, this smuggling of crores is not possible. That too when the Chief Minister is against it. Despite the prohibition, the sale of liquor in Bihar is a direct blot on the image of Nitish Kumar for 17 years. The second reason is that liquor is being distributed in the election from chieftain to MLA-MP. At present, the chief election is going on in Bihar. There is hardly any Tola-Mohalla-Panchayat, where the consumption of alcohol has not increased. And the third reason is that the ward member has more access than any watchman. There are one or two watchmen in the village, while there are 10 to 12 ward members. Apart from this, the head of the village has every single information. Therefore, if along with the Thanedar-Chowkidar, the government decides the responsibility of the ward member to the head and the MLA-MP, then the chances of complete implementation of liquor ban will increase more.
If you think that liquor is smuggled without the consent of the MLA-MP-Minister, then perhaps you are mistaken. It is possible that not every MLA-MP-Minister knows, but most of them know. Otherwise, how will the picture of liquor from Haryana to Bihar be possible? No one person takes liquor from Haryana and sells it in Madhubani or Purnia. This is the chain. Many people are involved in this, and this chain cannot run without some powerful protection. Everyone knows this. And do you know what it means to be powerful?
Illegal liquor business is huge in Bihar
The business of illicit liquor in Bihar is so big that former Bihar DGP Gupteshwar Pandey had said that from April 1, 2016 to March 31, 2019, at least 3 liters of liquor has been recovered every minute. Along with this, an arrest has also been made within 10 minutes. One figure says that between 2016 and 2020, 52 lakh liters of liquor were confiscated. 2 lakh 55 thousand cases related to liquor smuggling were also registered. Along with this, 3 lakh 38 thousand 401 people were also arrested. But only 470 people have been punished. From this, guess the prohibition of liquor in Bihar and its strictness. And yes, still don’t ask why there is a need to fix the responsibility of the MLA-MP-Minister from the prohibition of liquor?
Obviously, prohibition of liquor is more important for the people of Bihar than the ambitious plan of Nitish Kumar. Especially for women, it is nothing less than a boon. But the responsibility of strictness of prohibition of liquor cannot be left to the Thanedar or the Chowkidar alone. Unless its responsibility is fixed on a large scale, unless the officials and politicians are held responsible for it, there will be no guarantee of the success of prohibition.
