Even if due to the crowd, when there is a reduction in the security arrangements, then there is bound to be a massacre or anarchy spread inside the jails. There should not be any bloodshed, gang war, riots, riots in any jail of the country. Or in which jail is there the possibility of such incidents? Such black-listed jails are often raided by specially constituted teams day and night.
Unless there is a big ruckus in any jail of the state. Until then, the number of such “accidental actions” is negligible. This step taken by the government of any jail or state is actually called “Random Jail Security Audit” in the language of jail. Due to the random jail security audit going on these days in the jails of the country’s largest state i.e. Uttar Pradesh, the enthusiasm is intensified.
There are three types of random jail security audit teams
There are three types of Random Jail Security Audit teams respectively. The first and foremost audit team is the joint team of district administration and district police administration. In this team, the District Magistrate himself or any administrative officer nominated by him, Senior Superintendent of Police (SSP) of the district, Superintendent of Police (SP) or any Gazetted Police Officer of the Police Department nominated by either of these two officers, Technical Experts (knowledge of CCTV cameras, jammers, body protectors, batons, weapons, metal detectors, baggage scanners, held metal detectors etc.) in jails are included.
This special team, nominated or constituted by the District Magistrate, has the privilege to give prior information of the random security audit of the jail to any officer-employee of the jail for which the team has been constituted for the random security audit. Don’t let your ears hurt. If this happens, then the “Random Jail Security Audit” process fails even before it is implemented.
2. The second number “Random Jail Security Audit Team” is also constituted by the State Jail Headquarters / Directorate General of Prisons. This team is usually formed under the supervision of Director General of State Jail (DG Jail). This team mainly consists of Deputy Inspector General of Jail (DIG Jail), Inspector General of Jail (IG Jail), IG or DIG (Police Range) or any designated officer or member by him, and some technical and legal experts. Even the ears and ears of this random jail security audit team should not reach the jail which has to be random security audit. The responsibility of taking care of it and arranging it mainly rests with the Director General of the State Jail.
The reason is that if the information about the random security audit of the jail reached the concerned jail even before the start of the audit, then understand that it was destroyed before the start of the random jail security audit process. Often the matter of formation of the team was leaked. In such a situation, the process of random security audit of any jail is canceled till it is canceled.
3. The number three Random Jail Security Audit Team is constituted by the Jail Superintendent (Jail Superintendent). The jail superintendent himself will be included in this team or not, it depends on his discretion. The random security audit team constituted by the jail superintendent includes himself, his designated deputy-jail superintendent, the jailer or deputy jailor, some wardens and several technical experts. When will the Random Jail Security Audit Teams start their work? There is no fixed time for this. During the day and night whenever the team feels appropriate, they can suddenly enter the respective jail.
The team comes and stands at the jail door, then it comes to know
The Random Jail Security Audit team is at work, it is known to any jail only when the team goes to the jail door and stands. The reason for this is that, if the jail random security audit is known to begin in advance, then the concerned jail staff officers will themselves be engaged in investigating and rectifying the shortcomings of the jail before the start of the audit. Then in such a situation, the matter of formation of Random Jail Security Audit Team proves to be dishonest.
Every item of the prisoner is checked
Usually, the exercise of implementing this process is started only after any specific intelligence received from inside the jail. Apart from this, the concerned teams themselves keep on doing such random jail security audits as a precautionary measure to check the laxity in the security arrangements. In this process, all the teams reach from the barracks of the jails to those solitude-cells, inside which different number of dreaded prisoners are kept locked up.
The audit team thoroughly investigates the barracks, cell, seclusion of every jail. Examines all the belongings of the accused or prisoner. On finding any weapon, cartridges, mobile phone SIM card, excess cash, narcotics or any other objectionable material or any document with a prisoner, it seals it on the spot. After this, the investigation process is started from the concerned jail wardens to the jailer, jail superintendent and against that prisoner or those prisoners. Who is found directly responsible.
Audit going on after the conflict in Chitrakoot Jail
In the past, since three dead bodies were laid in Chitrakoot Jail of UP and after the death of a prisoner inside Unnao Jail, all the other prisoners created a ruckus, since then the Directorate General of Prisons of UP is conducting a random security audit of many jails. State Jail Director General Anand Kumar himself also confirms this. According to him, Ballia, Bahraich, Sultanpur, Unnao and Siddharthnagar district jails are prominent among the jails which have undergone random security audit.
The teams constituted for the random security audit of these jails include Dilip Pandey, Deputy Director of Sampurnanand Prison Training Institute, Lucknow, Deputy Inspector General (Prisons) of Varanasi Zone, A.K. Singh, R. K. Mishra (Senior Jail Superintendent) Prison Headquarters, Senior Superintendent Jail Head Quarter Ambareesh Gaur, Deputy Inspector General (Prisons) in-charge Gorakhpur Range Ramdhani and Deputy Inspector General Prison Prayagraj Range Sanjeev Kumar Tripathi have been included. All these random security audit teams will submit their report to the office of the Director General of Prisons.
