Lakhimpur Kheri Violence: Investigation of Lakhimpur Kheri violence will be under the supervision of former judge Rakesh Jain, three IPS involved in SIT; Know who these are

Retired Punjab and Haryana High Court judge Rakesh Kumar Jain will investigate the violence in Lakhimpur Kheri district of Uttar Pradesh. The Supreme Court on Wednesday appointed former judge Jain to oversee the SIT investigation. Along with this, the court has reconstituted the Uttar Pradesh SIT probing the case and has included three senior IPS officers SB Shirdkar, Padmaja Chauhan and Dr. Preetdar Singh. These three officers are IPS of Uttar Pradesh cadre, but are not natives of the state. After this, it is believed that the investigation of the Lakhimpur violence case will speed up and the culprits will be punished.

This order has been issued by a division bench of Chief Justice NV Raman, Justice Surya Kant and Justice Hima Kohli. The bench said that the investigation of the SIT would continue under the supervision of the former High Court judge. After filing the chargesheet and status report on behalf of the former judge, the matter will be heard again in the Supreme Court. The Uttar Pradesh government had told the court on the last hearing that it can appoint a retired judge for proper monitoring.

Court made distance from officers of UP origin

During the hearing, the bench said that it is inclined to appoint a retired judge who does not have roots in Uttar Pradesh to supervise the investigation and hence it is appointing retired judge of Punjab and Haryana High Court Rakesh Kumar Jain. The Supreme Court, while reconstituting the SIT, said that the SIT consists of medium level officers posted in Lakhimpur Kheri. The court said that this raises some doubts about the autonomy and impartiality of the investigation, despite their seriousness and commitment to the investigation. Therefore he wants to appoint such officers who are not residents of Uttar Pradesh. SB Shirdkar, a 1993 batch IPS officer, has been made the head of the SIT.

State government will give facilities and allowances to former judge

At the same time, the court said that the SIT will be free to take the help of anyone in the investigation and will try to finish the investigation as soon as possible. The court has ordered the state government to give all facilities and allowances etc. to the former judge supervising the case.

Know who is Rakesh Kumar Jain

Justice Rakesh Kumar Jain was born on 1 October 1958 in Hisar in a family of lawyers and his father Gulab Singh Jain was an eminent income tax lawyer and a member of the Legislative Assembly from Hisar from 1972-1977. After obtaining degrees in B.Com and LLB, Jain started practicing in the district court of Hisar in 1982 and then in January 1983, he started practice in the Punjab and Haryana High Court. He practiced in civil, criminal and revenue matters for 25 years and was a member of the Executive Committee of the High Court Bar Association for two terms. After this, became a judge of Punjab and Haryana High Court on 5 December 2007 and retired on 30 September 2020.

Violence broke out in Tikunia in Uttar Pradesh’s Lakhimpur-Kheri district on October 3 when a convoy of BJP MP and Union minister’s son Ashish Mishra allegedly ransacked four farmers and killed them. After this whole incident, the farmers caught four people and beat them to death. A total of eight people were killed in this violence and now the SIT formed by the government is investigating the whole matter. So far 19 accused have been sent to jail in this case and bail of three including the main accused have been rejected.

Padmaja Chauhan, an IPS officer of Uttar Pradesh cadre, is originally from Hyderabad and she is a 1998 batch IPS officer. Padmaja Chauhan, who has commanded Lakhimpur Kheri and other districts, has long field experience.

Originally from Maharashtra, SB Shirdkar is a 1993 batch IPS officer and currently he is posted in the important post of ADG Intelligence for almost three years. Shirdkar, who had a clean image, was earlier posted as ADG Establishment. Shirdkar, who has commanded Varanasi, Mathura, Barabanki and other districts, has vast field experience and has also been in the CISF for seven years.

Pritinder Singh

On the other hand, Dr. Pritinder Singh of UP cadre is originally from Punjab and is an IPS officer of 2004 batch. He became an IPS after doing MBBS and is considered a sharp officer in the state. He is posted in DIG Saharanpur range. After the famous Bikaru incident of Kanpur, Preetdar Singh, who was the SP of Saharanpur, Gautam Budh Nagar, Aligarh and other districts, was also given the command of Kanpur city.
