When Goa became a part of the Republic of India after getting rid of Portuguese occupation, it was given the status of a union territory along with Daman and Diu. Dayanand Bandodkar of Maharashtrawadi Gomantak Party was the first Chief Minister of Goa as a Union Territory. He remained in this post for about 3 years under the Provisional Assembly, then President’s rule was imposed and after this the first assembly elections were held in 1967, then Dayanand Bandodkar became the Chief Minister. This process continued till 1987 and elections continued and the Chief Minister kept coming after electing him. On 30 May 1987, it achieved the status of a full state instead of a union territory.
The term of the fifth assembly was going on in Goa during the formation of a full-fledged state and Pratap Singh Rane of the Congress was the chief minister, thus becoming the first chief minister of this new state. When elections were held for the first time in Goa, which became a full state at the end of 1989, no party got a clear majority and no one had a clear majority of 21 seats to form the government. In the 40-member assembly, the ruling Congress (I) and its rival Maharashtrawadi Gomantak Party (MGP) went to 18-18 seats. Elections were canceled for two seats, while the remaining two seats were won by independent candidates who had the keys to form the next government.
The first government formed under the leadership of Pratap Singh Rane
After this, the power game that started during this tenure became a strange history. The importance of independent legislators increased. Amidst the electoral stalemate, both the parties staked claim to form the government with one independent candidate each claiming the support. Meanwhile, to help end the continuing deadlock, the Election Commission soon talked about elections for the remaining two seats. Till then Pratap Singh Rane was asked to continue as Chief Minister. In this way the first oath (January 9, 1990) took place in this tenure.
When it seemed that President’s rule was the only option in the state due to the ongoing struggle for power, both the independent candidates announced their support to MGP, although after that there was a lot of uproar. Independent MLA Dr. Carmo Pegado was lured by the Congress (I). Then he was taken to Pratap Singh Rane’s house, there was a lot of drama and the next morning he left for Delhi with Rane. MGP leaders said that if Congress is asked to form the government, we will start the agitation.
Progressive Democratic Front formed after the election
The Congress government led by Pratap Singh Rane fell on 27 March 1990 when Luis Proto Barbosa, along with six other MLAs of the 40-member assembly, left the party and founded the Goa People’s Party and the opposition Maharashtrawadi Gomantak Party. (MGP) formed the Progressive Democratic Front government in alliance. Churchill Alemao became chief minister, but he could only stay in office for 18 days.
In the new government, there was a tussle between the front partners from the beginning, and Luis Proto Barbosa became the next chief minister. Which was the third oath in this assembly tenure. He could only stay in the post for 9 months. This government also fell after MGP leader and Deputy Chief Minister Ramakant Khalap withdrew support. Then President’s rule was imposed in the state. However, the President’s rule lasted only 42 days. After splitting the Progressive Democratic Front, the claim was made by the Congress to form the government and this time Ravi Naik was made the Chief Minister as the new face. His government also showed some stability and remained in this position for more than 2 years.
Political instability prevailing in Goa
But political instability again prevailed in the state and the Ravi Naik government collapsed. Now Wilfred de Souza became the new Chief Minister, but he could hardly stay in office for a year (11 months). He had to resign due to differences in the government and Ravi Naik took oath as the Chief Minister for the second time. However, this time he could stay in this post for only 6 days. Wilfred de Souza came to power again and took oath for the second time and remained in office for 8 months.
Then somehow this term ended and elections were held for the new assembly. This assembly tenure saw 7 oaths and 5 chief ministers. 2 Chief Ministers took oath twice. Now it has to be seen whether the people of Goa are able to give a clear mandate this time or not. In this state, only in the assembly elections of 1999 and 2002, any party got a clear majority. Now this time the contest is quadrangular, in such a situation, when the counting of votes will be done on March 10, it will come to the fore that what kind of mandate has been given by the people and how stable the government will be.
