But due to rain and poor visibility, the PM waited for about 20 minutes for the weather to clear. When the weather did not improve, it was decided that he would visit the National Martyrs Memorial by road, which was to take more than 2 hours. The Home Ministry said, necessary confirmation of the necessary security arrangements was made by the DGP Punjab Police. After this the Prime Minister proceeded to travel by road.
PM Modi’s convoy stuck on flyover for 15-20 minutes
About 30 km from the National Martyrs Memorial in Hussainiwala, when the PM’s convoy reached a flyover, some protesters were found blocking the road. The ministry said that Prime Minister Modi had to be stuck on the flyover for 15-20 minutes. This was a major lapse in the security of the Prime Minister.
Report sought from the state government regarding security lapse
The ministry said that after this security lapse, it was decided to return PM Modi’s convoy to Bathinda airport. Taking cognizance of this serious lapse in security, the Home Ministry has sought a detailed report from the state government. The state government has also been asked to fix the responsibility of this lapse and take strict action.
The responsibility of security was of the Punjab government.
The Home Ministry said that the Prime Minister’s schedule and travel plans were already conveyed to the Punjab government. As per the procedure, they had to make necessary arrangements for logistics, security as well as keeping the contingency plan ready. It also said that in view of the contingency plan, the Punjab government had to make additional security arrangements to secure and block any movement by road. But this did not happen, because no deployment was made.
