Of the 10,84,705 Group-C employees in 34 central government departments, only 13,976 are ex-servicemen. And out of the total 3,25,265 Group D employees, only 8,642 are serving ex-servicemen. However, the level of recruitment of ex-servicemen in public sector banks is correct and is very close to the quota fixed.
While changing the recruitment process in the Indian Army last week by the Central Government, the Agneepath Scheme (Agnipath Yojana) was announced to start, but after this announcement, huge protests are taking place in many states of the country. Seeing the displeasure of the youth, the Center announced that the Central Armed Police ForcesCentral Armed Police Forces10% quota will be fixed for Agniveers in the Ministry of Defense and Public Sector Undertakings (PSUs), though official records show that government jobs (Government JobsVery less recruitment has been done in comparison to the vacancies reserved for Ex-Servicemen.
These figures can be taken into account on the basis of new data available (as on June 30, 2021) with the Directorate General of Rehabilitation (DGR), under the Department of Ex-Servicemen Welfare, Ministry of Defence. According to this, 10% in Group-C in central government departments and 20% in Group-D are reserved for ex-servicemen, with only 1.29% of the total number in Group-C and Group-C in 34 out of 77 central government departments. Only 2.66% people have been recruited in -D.
Not up to 3 percent of the people are recruited in ex-servicemen

10% quota for ex-servicemen in direct recruitment up to the level of Assistant Commandant in CAPF/CPMF (Central Para Military Forces). But, as of June 30, 2021, of the total strength of CAPFs/CPMFs, the ex-servicemen in Group-C were only 0.47% (4,146 out of 8,81,397 total) and 0.87% (539 out of 61,650) in Group-B; And only 2.20% (1,687 out of 76,681) were kept in Group-A.
While from Railway Protection Force (RPF), Border Security Force (BSF), Central Reserve Police Force (CRPF), Sashastra Seema Bal (SSB), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Assam Rifles The DGR got the figures, while the National Security Guard (NSG) did not submit its report till May 15, 2021.
Situation better in public sector banks
In Central PSUs, the quota for ex-servicemen has been fixed at 14.5 per cent in Group-C posts and 24.5% in Group-D posts. But, according to the DGR report, ex-servicemen accounted for just 1.15% of Group-C strength (3,138 out of a total of 2,72,848) and 0.3% (1 out of 404) of Group-D strength in 94 out of 170 CPSUs. 34,733) were used.
Public sector banks, where 14.5 per cent seats for direct recruitment in Group-C for ex-servicemen and 24.5% in Group-D have been earmarked for ex-servicemen, showed little improvement in this sector. The number of ex-servicemen in Group-C is 9.10% (24,733 out of a total of 2,71,741) and in Group-D 21.34% (22,839 out of a total of 1,07,009) in 13 PSBs.
shortage of ex-servicemen
The issue of shortfall in the recruitment of ex-servicemen has been raised in several meetings in the past. Recently on June 2, a meeting was held under the chairmanship of Secretary, Department of Ex-Servicemen Welfare, in which senior officers and liaison officers of Ministry of Defense appointed by various Ministries/Departments participated in the implementation of reservation policy for Ex-Servicemen.
As per the records of the meeting, the Directorate General of Rehabilitation stated that efforts should be made to increase the representation of ESMs (Ex-Servicemen) in government departments through filling up of authorized ESM vacancies. The meeting also said, “The DG (R) stated that the LOs are requested to monitor whether the ESM in the job circulars or advertisements published for direct recruitment or recruitment through recruitment agencies.” Vacancies are duly mentioned or not.’
At present, as of June 30, 2021, the number of ex-servicemen was 26,39,020 which includes 22,93,378 from the Army, 1,38,108 from the Navy and 2,07,534 from the Air Force.
