Defense Minister Rajnath Singh (Rajnath Singh) and the chiefs of the three services made a formal announcement of the ‘Agneepath Scheme’ on Tuesday. Under this scheme, youth will be given an opportunity to serve in the army. The Cabinet Committee on Security has approved a new recruitment scheme named ‘Agneepath’. Agneepath Recruitment Scheme (Agneepath Scheme) is a revolutionary initiative of the government. Under this scheme, Indian youth will be provided an opportunity to serve in the armed forces as ‘Agniveers’. - Agniveers will be given a good payment package under this scheme. This scheme will provide a monthly package of Rs 30,000 per month to all Agniveers and up to Rs 40,000 per month in the fourth year. There is also a provision for a comprehensive financial package, ‘Service Fund’, for all the candidates on completion of 4 years.
- After four years, up to 25 percent of Agniveers will be selected as regular cadre on the basis of a centralized and transparent system. 100% candidates can apply as volunteer for enrollment in regular cadre. A service fund package and a Liberal Death and Disability package have also been provided for a 4-year service exit.
- According to the Ministry of Defense, the lump sum ‘retirement’ package that will be paid to ‘Agnivar’ on completion of the tenure of 4 years will be exempt from income tax. However, they will not have any right to gratuity and pension benefits.
- Employment opportunities will also increase with the Agneepath scheme. With the skill and experience gained during Agniveer service, the youth will get employment in different sectors. This will also lead to availability of highly skilled workforce to the economy, which will help in productivity gains and GDP growth.
- The youth selected for enrolment as regular cadre in the Indian Army will be required to serve for an additional working period of minimum 15 years. With the help of Agneepath scheme, efforts will be made to prepare youth for the army.
- The recruitment of soldiers in the army recruitment process will be initially for a period of four years. However, some of them will be retained after four years. While the rest will be given a retirement package after four years of service.
- The Defense Minister said, ‘Under the Agneepath scheme, Indian youth will be provided an opportunity to serve as Agniveers in the armed forces.’ It is worth noting that the Agneepath scheme, which was earlier named as “Tour of Duty”. It was started in the presence of the chiefs of the three armies.
- The new scheme has been announced after extensive deliberations in the last two years. The soldiers recruited under this scheme will be called ‘Agniveer’. At present, the Army recruits youth under ‘Short Service Commission’ for an initial tenure of 10 years, which can be extended up to 14 years. The ‘Agneepath’ scheme is an all India merit-based recruitment scheme for the enrollment of soldiers, airmen and sailors.
- The objective of the new scheme is to reduce the salary and pension expenses of the three services, which have increased rapidly. The defense budget of Rs 5,25,166 crore for the year 2022-23 includes Rs 1,19,696 crore for defense pension. Rs 2,33,000 crore was allocated for revenue expenditure. Revenue expenditure includes expenditure on payment of salaries and maintenance of establishments.
