United Nations General Assembly of the country in the (UNGA) External Affairs Minister S Jaishankar targeted Pakistan and China over terrorism. He said that countries defending terrorists declared in the United Nations are not taking care of their reputation and interests. To protect the terrorists, the neighboring country is not deterred from politicizing the UNSC 1267 sanctions system as well. It cannot be justified.
In such a situation, the question arises that what is UNSC 1267, what is the connection between Pakistan and China and when and how did it start? Know the answers to these questions…
What is UNSC 1267?
On October 15, 1999, the United Nations Security Council initiated the ‘1267 Resolution’ to prevent terrorism around the world. It was called ‘UNSC 1267’. Under this, they were listed to ban the Taliban, Al Qaeda and the world’s terrorists and terrorist organizations. Any country can apply to the United Nations for inclusion of a terrorist in the list of global terrorist through UNSC 1267. He is free for this.
The inclusion of the name of a terrorist in the list of UNSC 1267 means that all the countries of the United Nations will adopt a strict attitude towards that terrorist or his organization. Terrorists are in any country, the attitude of those countries will remain the same.
How does China help Pakistan?
Under UNSC 1267, India has declared terrorists as global terrorists. Every time Pakistan has opposed it in some way or the other because most of the terrorists belong from there. Whenever a country applies for inclusion of a terrorist in that list, all the members have to express their consent.
Each member of the committee has the right to impose a ‘technical stay’ on the proposal and may seek further information from the member country making the proposal. If any country raises objections using its veto power, then that terrorist is not declared a global terrorist.
China helps Pakistan by using its veto power. Pakistan is a stronghold of terrorists. Even after the Mumbai attacks, terrorist Saeed was seen roaming freely in Pakistan. China always pretended to support India on such matters, but many times supported Pakistan to stop India’s proposal. This has been the reason that China openly opposed India’s permanent membership and also objected to India’s joining the NSG group.
China and Pakistan are not comfortable with 1267, it tells what kind of their policy. China tries to stop the country at the international level by putting obstacles on India’s proposal.
