The answer of an IAS on the demand of giving free sanitary pads in Bihar is very much discussed. Actually, the IAS officer gave a controversial answer on asking for free napkins. After this, the need for sanitary pads is being talked about, so let us tell you what is the rule in the country regarding this. Also tell how the government is doing to promote the pads.
What is the essential item? So far, sanitary pads have not been declared an essential commodity by the government. However, this matter has also gone to the court. In 2010, the Union Ministry of Health and Family Welfare had told the Bombay High Court that sanitary pads can be declared an essential commodity only after due process.
The central government had said that a decision to declare sanitary napkins as an essential commodity can be taken only after following due process and understanding the current market scenario and demand-supply gap.
What’s the rule now? As per Rule 44 (C) of the Model Factories Rules, sanitary napkins as per Indian standards shall be provided and maintained for their use in women’s toilets. Also, they have to be fulfilled on a daily basis. At the same time, a special disposal will also have to be made for the used napkin.
However, in the year 2018, the government took a big step by making sanitary pads tax free. Earlier, 12 percent GST was charged on sanitary pads whereas now it is tax free. You will be surprised to know that out of 255 million women in the country, only 12 percent of women are able to use sanitary pads.
It is free in this country – Recently Scotland has implemented the Period Product Act. After this, items related to periods (menstruation), sanitary pads, tampons etc. will be available for free in this country. By the way, free sanitary napkins are being given in many schools and colleges in India too.
