The Uttar Pradesh government has finally decided to pay salaries to thousands of new assistant primary school teachers. The state government will pay the salary by taking written undertaking of the authenticity of their educational certificates. Additional Chief Secretary (Basic Education) Renuka Kumar has given instructions to Director General (School Education) Vijay Kiran Anand for early salary payment. The official spokesman said that the delay in payment was due to the slow pace of verification of marksheets by universities.
According to the order issued by Additional Chief Secretary Basic Education Renuka Kumar, Director General of School Education Renuka Kumar has been asked to declare the salary from teachers and distribute their salary. The teachers will have to give an affidavit that if their documents are found to be fake in the verification process, their appointment will be canceled and they will return the salary to the government treasury.
The state government recruited 69,000 assistant teachers for government primary and upper primary schools in October and December. The teachers claimed that more than 50,000 of them have not received their salary even six months after their joining. There have been cases where some died due to COVID-19.
The Department of Basic Education verified the marksheets of High School, Intermediate and TET while recruiting teachers, but the marksheets of their bachelor’s and B.Ed had to be verified by the universities from where they did the course. Departmental officials said that since universities are working with less staff, verification is taking time.
Relief has been given keeping in mind the ongoing epidemic in the state, which has hampered the administrative work in many universities, which has made it impossible to verify the degree. The order further warns the newly appointed teachers of the legal consequences if later during verification the proof of their educational qualification is found to be fake.
The Principal Education Officers of all the districts will collect the promissory note from the teachers and send it to the Secretary (Basic Education Council). The Secretary will keep the original promissory note and send a scanned digital copy of the document to the Office of the Director Basic (Education) for safekeeping.
Minister of State for Basic Education (Independent Charge) Satish Chand Dwivedi said, “I have expressed my displeasure at the slow pace of verification of documents for newly recruited teachers, which is an obstacle in giving salaries to the 69,000 assistant teachers recruited last year.” I asked the officials to speed up the work. “
